The Citizens' Representative is an Officer of the House of Assembly and provides an Ombudsman service to the citizens of Newfoundland and Labrador, Canada. Located in St. John's, the Office has a staff of eight, including the Citizens' Representative, Barry Fleming, Q.C.

The authority of the Citizens' Representative comes from the Citizens' Representative Act. It enables OCR to receive and investigate complaints by citizens against the programs, services and personnel of the provincial government, with some exceptions. OCR is also the designated whistleblower investigator for the House of Assembly.

Services are independent of political parties, are confidential, and free of charge.
