Before 1905, when Saskatchewan became a province, it was called the North West Territories and the district of Assiniboia. The land titles office that was closest was Estevan. There was the L.I.D (Local Improvement District), that was in charge of the land.

The first meetings were held in Tribune and Bromhead and different homes.

The first municipal building was built in Bromhead in 1913. In 1927, when Oungre town was started and the railroad came through, a new municipal office was built there.

Taken from the minutes from 1910, the first meeting of Council was held at the residence of Frank Foster on Monday, January 3rd, 1910.

Present councillors were: - Hjorth, Wilkinson, Culbert, Vaughen, Foster, Slager, and the Reeve Ed Spora.
