Out of the Cold Emergency Winter Shelter (OTCS) is a community-based, volunteer-run winter shelter in its seventh year of operation.
Recognizing that there are other shelter services in the city, the OTCS aims to serve people who can not readily access the existing shelter system due to various reasons, including mental health issues, barring from other shelters, couples who did not want to be separated and/or the increasing capacity issues experienced by other shelters.

We understand that providing emergency winter shelter is a bandaid approach to the crisis of homelessness. We are ultimately a group of concerned citizens, who wish to engage each other in discussion, and encourage support of long term solutions to creating safe, adequate, affordable and accessible housing.
